Τι είναι; Πώς προέκυψε;

Το Νοέμβριο του 2009 με το ψήφισμα του Συμβουλίου Υπουργών της Ε.Ε. καθοριστικέ ένα νέο πλαίσιο για τη συνεργασία στον τομέα της Νεολαίας. Έτσι αναγνωρίστηκε και επίσημα το δικαίωμα των νέων για συμμετοχή στην διαδικασία λήψης αποφάσεων για θέματα που τους επηρεάζουν.Έτσι, μέσω ενός συνεχούς, δομημένου διαλόγου με τους νέους και τις οργανώσεις νεολαίας το πιο πάνω έγινε εφικτό. Κύριος στόχος είναι η ενίσχυση της επικοινωνίας μεταξύ νέων, οργανώσεων νεολαίας, κρατικών και ευρωπαϊκών φορέων.

Πώς οργανώνεται;

Τα δύο αρμόδια όργανά είναι η Ευρωπαϊκή Διευθύνουσα Επιτροπή και οι Εθνικές Ομάδες Εργασίας. Αρχικά επιλέγεται μία γενική θεματική από το εκάστοτε ΤΡΙΟ Προεδρίας και οι ακολούθως καθορίζονται οι θεματικές προτεραιότητες κάθε χώρα του ΤΡΙΟ Προεδρίας ξεχωριστά.

Ακολούθως, διεξάγεται ο  δομημένος διάλογος σε 18-μηνους κύκλους (ΤΡΙΟ Προεδρίας) πρώτα σε εθνικό και μετά σε ευρωπαϊκό επίπεδο.

Μέθοδος:

Η Ευρωπαϊκή Διευθύνουσα Επιτροπή  ετοιμάζει καθοδηγητικές ερωτήσεις και τις στέλνει στις Εθνικές Ομάδες Εργασίας. Οι Εθνικές Ομάδες Εργασίας διεξάγουν μια  δημόσια διαβούλευση στη χώρα τους, ετοιμάζουν την  Εθνική Έκθεση και την αποστέλλουν στην Ευρωπαϊκή  Διευθύνουσα Επιτροπή. Η Ευρωπαϊκή Διευθύνουσα Επιτροπή, με τη σειρά της, ετοιμάζει τα γενικά πορίσματα. Στη Σύνοδος Νεολαίας διεξάγετε συζήτηση μεταξύ εκπροσώπων της νεολαίας από όλα τα κράτη- μέλη και αρμοδίων φορέων. Τέλος, γίνετε κατάθεση αποτελεσμάτων στο Συμβούλιο Υπουργών.

What is the Structured Dialogue and how it was developed?

In November of the 2009, the resolution of the Council of Ministers of the EU established a new framework of cooperation in the youth field. As a result, it was officially recognized the right of the young people to participate in the decision making process on youth related topics through the structured dialogue process with young people and youth organizations. The main goal is to enforce the communication between young people, youth organizations, national and European institutions.
Implementation:

The main institutional authorities are the European Steering Committee and the National Working Groups. Firstly, is set one overall thematic priority of the TRIO Presidency and then the thematic priorities of each country of the TRIO Presidency. 

The structured dialogue is implemented in 18-months cycles (TRIO Presidency) firstly at a national level and then at a European level.  

Methodology:

The European Steering Committee prepares the guiding question and disseminates them to the National Working Groups. The National Working Groups conduct public consultations in their countries, they prepare the National Report and send it to the European Steering Committee. Then the European Steering Committee prepares a report based on the input from the National Working Groups. During the European Youth Conference there is a discussion between youth delegates from all the EU member- states and ministry representatives. Finally, there is submission of the final outcomes to the Council of Ministers.
